The old nicad type or the more modern lithium. The lithium ones are more difficult as it has to see the proper voltages from the battery before it will output charging current.

So I put the battery pack in the charger, red led flashes rapidly and continues , rapid flashing indicates replace battery pack, I removed the pack and installed it in the tool and it seems fully charged, I’ll use the tool until it needs recharging and see what happens.

In order to be able to rapid charge a battery pack.... HV power is pulsed into the battery.

Put an AM radio near the charger when its charging.... you should be able to hear it.
