I generally just use a file to dress up the cutting edges. What is the correct technique and how sharp does a mower blade need to be? How do you properly balance the blade after sharpening?

There are several methods that can be used to sharpen a rotary mower blade. I suggest the do-it-yourself person use a table top or free standing belt sander. A grinder can also be used.
There are also several methods that can be used for balancing the blade upon sharpening completion.
The best way to insure a sharp blade is to sharpen it at the existing angle. Mower blades sharpened at too steap an angle will be sharper but not remain that way for very long.

blade and holding it in a vice or Workmate.
Axe-sharpening files wear out fast but are
generally best for mower blades. Wear gloves.
A mower blade is sharp when it becomes
dangerous, i.e. so you might cut yourself if
not wearing gloves. You probably need to
resharpen at least once a month during the
mowing seasoon.
