GE Simon 3 Installation

Hi, new here. I just finished the basic parts of a Simon 3 Installation, including three door sensors and a motion sensor in the master bedroom (we have large dogs that can roam the house and the master bedroom door is kept closed when we leave). The system is hardwired on an interior wall, and all the alarms work fine.
The problem I'm having is getting the system to dial a phone number when an alarm is triggered. I wired the phone jack that came with the system to our central line, using the red and green wires. The phone cable that is connected from the newly installed jack to the alarm system is functional (I plugged it into a phone and got a dial tone). Since we rarely use our phone, I didn't try and understand the "line seizure" issue, which may be my problem. We have an ancient phone system in the house (two-wire), and I have jury-rigged both phones using just the red and green lines.
I want the system to call a couple of phone numbers, including our cell phones and the local police station (they allow this). I can't really understand what I need to do from the installation manual. When I test the phone by pressing the test button, it gives me a failure after several minutes.
Do I need to use the line seizure to get this to work? Do I need to have new wires run into the house, so that I have more than red and green to work with?

Technically, it will work without line seizure. What line seizure basically means is that if you are talking on the phone (or the phone line is in use... fax, dial-up internet etc) and an alarm occurs, the alarm system will hang you up and use the phone line to dial out. If there is no line seizure and you are on the phone, the system can't call out.
Make sure you are programming the right options...2 of Simon's phone numbers can call a number other than the central station. I'm assuming you are not monitored, so go ahead and use the Secondary Phone Number (Option 5) as an event notification number. You then have to go to Option 13 (Phone 2 Reports) and enter a "10" here.
You can also use Option 43 for the same purpose. You put the phone number in Option 43, and for Option 44, you enter a "10".
The other thing to check here is that you are plugging the phone cord into the back of the panel labeled "B" not the one labeled "A"!!!! If for some reason they are not labeled, it will be the jack nearest to the side of the panel..
I just read the part about you having it call the police station directly...A couple of questions....Do they have a central station receiver that you are reporting to, or is someone there just answering the phone and responding to a message?? The answers here will determine how you program the above options...

The problem was which plug I had the phone line plugged into. Now the phone test works, and I've got voice reports to two cell phones. I wil use Option 43 to call the police when I'm sure I have the system working (and my family trained).
