I just finished installing a PC1616 and I have it set up as a local alarm only, no communication. I am getting trouble #4, failure to communicate. So far I have all 3 telephone numbers programmed as all zeros; and i have [380] off. What is it that's causing this? Thank you.

I moved to a place with a pre existing DSC 1555 alarm system. I have read amost all of the posts here and have defaulted the system, turned on the resistor less feature so the lights went out, tested and all is fine. I want to program the system to call my office and not a monitoring company. The phone wires were cut where they come out of the DSC box. I programmed in my number using *8 code [301][xxxxxxx00000000000000000000000] and however many zeros it took to fill up the available space. I could not get it to accept the number unless i filled the remaining spaces with zeros. Is this correct? And what do I need to do to hook up the wiring. I know red and green are line in, and ri and ti are out to house. Also I shorted zone 4(telephone) to common so the zone light would go out. I disabled the telephone tampering .*8[5555][015][7] but not the dialer Do I need to enable something else and how can I check it?
