Help programming a DSC PC1616
I used to install and program alarm systems back in the late 80's, but I am completely lost trying to program this thing.
I have installed all DSC products, (1) PC1616 pannel, (1) RFK5501 keypad, (5) WS4945 wireless door/window sensors, (1) WS4904 wireless motion detector and (1) WS4939 wireless keychain remote.
I want to have each sensor on a different zone and I would like them as follows:
Zone 1 - Front Door - 60 second delay
Zone 2 - Garage Door - 60 second delay
Zone 3 - Back Door - Instant
Zone 4 - Sliding Glass Door - Instant
Zone 5 - Sliding Glass Door - Instant
Zone 6 - Motion Detector - Instant - Interior Stay/Away
I can not even get the date and time to set on this thing. I have tried to follow the instructions, but can not understand them.
Can anyone help me please.

DSC manuals are notoriusly unreadable, and the latest ones are even worse than before. Start with the section titled "How to Program".

This is the worst manual I think I have ever seen. I can not get ANYTHING to program. I am following the step by step instructions that came with the door/window contacts and they are not working. I followed the instructions to set the date and time and that did not work. The keypad does not even light up that there is power at the panel, but I know there is because the keypad powered up once I plugged in the transformer. Is it possible that my panel is bad?

If you aren't even getting the power light on the keypad, I have to think that you have wiring issues, so double check your wiring connections. Things like reversing the two data lines can make DSC keypads behave really odd.
Time and date with those fixed language keypads is a little odd. You set the time and date using the basic main system commands:
*6 [master code] 1 [hh:mm] [mm/dd/yy]
Remember, that's the _master code_ not the installer code.
The time is 24 hour clock time.
After that it should display (assuming that the keypad defaults haven't been changed).

I have double checked the wiring and everything is as the manual stated. I have used 4 conductor wire (22/4 STR CM 5C'CL WHT) for all of my wiring. I have twisted the black and green together for one power lead and the white and red together for the other power lead. I have the 4 wires running to the keypad and I have (2) sirens (1 indoor and 1 outdoor) hooked up the same way as the power. Then I connected the ground lead to the box as described in the manual. That is it.
I did get the time to set, I was looking at the wrong section of the manual - Thank you.

is that 4 pair wire or 2 pair?
why are the wires paired up like you say? (if this is to power the sirens, then GREAT idea... )
the red should be +
black -
white data. yellow on keypad
green data. green on keypad
there is no need to double up on these wires.
if the panel isnt fried yet, it should be
did you duplicate this wiring scheme at the panel & the keypad, or only at one location?
there is 4 wire required at each end.
they are in a row on the keypad, as well as in a row on the panel
you need to check your wiring & correct if this is what you have done.
not sure what you looked at in the manuals to make you think of doing it this way- one thing for sure, DSC has a great print of where the wires are to be connected.

It is one cord with four insulated wires inside. Yes, I have them paired like that to power the sirens. I only have one wire contact on each of the four contacts on the keypad and the pannel, red, black, green and yellow (white). Yes, they are in a row both on the keypad and on the pannel. Yes, I followed the wiring schematic from the manual. I only doubled up the wires for the power and to power the sirens.
