DIY Alarm System, No Land line and No Cellular. WiFi?

Looking for a DIY home security system (control panel, motion detectors, door alarms, etc...) that contacts a preset list of numbers to notify of break-ins with a prerecorded message. They all seem to either require a land line or use cellular technology and require a monthly fee. Is there one that operated over WIFI/LAN/CAT5?

Not really. There are a couple like the DSC TL150 (DSC Residential Internet Alarm Communicator - PowerSeries - TL150) that are designed for internet access, but they are really still intended to be used with an IP based central station receiver.

This is an area that the alarm industry really hasn't kept pace with changes in how people communicate (there are also liability and UL listing issues).

Any reason that would not work for what I am looking for? Are you saying that one still requires a central monitoring station (monthly fee)?

The answer is a qualified "maybe".
As you can see by the installer manual: http://www.asi.eu/out/media/TL-150_komunikatorius.PDF

The setup information is pretty limited.

Just as the standard central station alarm receiver gets signals over telephone lines, there is a different technology that gets the alarm signals over internet (Internet Protocol).

Is that technology out there? That is what I am looking for. I only want it to alert me (push/e-mail/etc...) without a monthly fee for a monitoring service.
