DONE!! I was able to program the key fob, with only a hiccup at the end after exiting. I tried at least 4 times unsuccessfully to actually 'assign' the 'wireless device' to make it work. I couldn't understand it because I was pretty positive that I programmed it the right way.
It then occurred to me that at the final step when I needed to input Master code + 8 + user no. + # + 4 + first zone, that I was inputting the installer code. I tried same with my user code, heard the confirmation beep, and the key fob now works perfectly.
I'm really proud of myself for successfully completing this project from start to finish, but I NEVER would have been able to do it without the help of those who guided me in order make it happen. Thank you all VERY much!!

Just to double check, be aware you only assign buttons for arming or disarming to a user (which should be a user other than the installer). And this is not needed for buttons which cause a "Panic alarm" or do other things like turn on/off lights.
So if you have a disarm button, that would be on one zone. And say an away arm button, that would be on another zone - each of those zones need to be assigned to a user - same user.
And be sure to test your prior existing key fobs to be sure everything still works. Note I disconnect the outside siren temporarily for doing this testing, then reconnect it when done.

Bill190...Thank you for the additional info. Fortunately, I did all of that. I programmed a zone for Arm stay (57), a zone for Arm away (58), and another for Disarm (59). I ignored programming for the "panic" button (pressed 00 to "quit" programming at that point, etc).
I had immediately tried my original key fob after I was done, and my husband's as soon as he arrived home. They both worked perfectly. I didn't temporarily disconnect the outside siren. Had no idea I even should. It probably wouldn't have mattered since it's no longer connected to any monitoring station.
All is well.

System Call out using the system's TEST-Dial, but not during real events
Hello Everyone;
First of all, thanks for your very helpful tips!
Following your instructions, I have programmed my system to call my cell phone. I have exactly the same system(s) as LadyTinker's system(s) except that I have a RJ31X in place. To make story short here is my question for you experts to help me out.
My reprogrammed system called my cell phone with no problem when I used the system's TEST function, i.e. using installer code+800+TEST, then 1-dial. However, the system never dialed my cell phone when I triggered many "real" alert events. Could you let me know what I may have done wrong?
I have set the call delay 0 by *161* and *173 0*.
Unsure if this associated with my VOIP home phone from CIK. But it strange to me, if this problem is associated with VOIP, why did TEST worked?
Any of your help will be highly appreciated!

First, I am very surprised at how well you used this forum! Congrats!
As to why your cell rings, then quits... The 3000 is an old system, that expected to call "Pagers". That is why the book does not mention cellphone numbers..... But, it DOES call the cell. Cool! Now, when your house calls you, you will be aware that something is going on there.... I added the 4285 phone interface, allowing me to 'hear' what the system was feeling.....lol It took a lot of time programming it all in. But, I was in Copenhagen, Denmark, talking to my GF at work in the USA. Her cell went off, and she asked me why the house landline called her, and hung up? So, I called the system, since I knew how to query it.... It said that the back door was open. I told her to call the police. She met them there. The windy day, and a lousy backdoor lock.... No intruder, nor anything out of the ordinary... Wow, the odds that I would be calling her at the perfect moment... We now have all new lock sets w/deadbolts, and remote video of all the exterior of the house....
