Cool Windows

Hi,
We have a home that was built in 1882 and we are trying to save the original window frames and glass. Heating and air cooling are window units. They have been fine for our family since the 1940s but we are now using it as a vacation rental, and the renter said it was too cold at the windows. I can understand if there were holes or areas that were not tight, but standing next to the glass, it's cold. Does anyone have any ideas as to how we can cover/seal the windows to keep in more warmth? Right now we have put plastice over the entire frame, but that looks bad and cheap. Also, can we cover the window units during the winter, and will they still heat okay?
Thanks,
Ginger

If you have to keep the old windows/glass/etc... consider adding storm windows to the exterior.... While I haven't looked, I would imagine you can get double pane/insulated ones that would let your old windows "shine through" - so to speak - and still offer energy savings..
