Caulking around Vinyl Windows

I have Vinyl Windows with Vinyl siding, The "wrap" around each window looks like a J-channel? My builder has informed me that I do not need to caulk around this type of setup...Is this true?

in my experience with the care-free brand of windows installed in my house,every one of them has leaked in a hard rain storm from the top channel where a double(?)window exsists. i finally caulked each one,filling most of the"j" channel. i dont know if this is recomended but with this poor quality brand i had to do something besides stand at my window with a towel each time it rained.
