Energy Usage Question

In the winter, my father's gas heating bills have always been about 25% higher than mine. Our houses are about the same size. For the last two months, his has been 3-4 times higher. January his was $900 versus my $250. February was $600 versus my $200. What I've noticed lately is that he frequently keeps a window open about 6". He says it does not matter. I think he's wrong. What do you think?

Id close the window for sure. When was the last time he had the furnace check. Burners cleaned , is the filter clean.
Its a big world out there to try and heat.

I don't see how you can leave a window open 6 inches and NOT have a higher heat bill. It's a simple question of physics- the heat will go out, the cold will come in.
