Removing Window Stripping

In a rental appartment the windows were sealed with what looks like bathroom tile sealer but now that its almost summer I want to open the windows. Does anyone know how to remove this other than just scrapping it? Is there anything that might dissolve it?

You might try lacquer thinner or acetone, but get some of the windows open first for ventilation.

For what its worth, the methyl chloride paint strippers seem to soften caulk. But so too does it melt the paint and nylon etc. So unless you are going to don paint stripping garb and take off all of the paint, look for a less potent solution.
