Hire someone with a stump grinder to grind it out below the surface.

Copper sulphate is used to kill roots in septic tanks. Not sure how it would work on stumps. Potassium nitrate works well. Drill holes in the stump and put the saltpeter in it and it will rot away. Not quickly, but eventually. Grinding is faster.

Do you want to kill the stump or remove it? Generally pine trees do not send up suckers so you don't have to be concerned with the stump "surviving" after the tree has been cut down. If you want to remove the stump then grinding or digging it up are the best options unless you want to give Mother Nature a few years to do it naturally.
