Is it a switch or frozen motor?

I was working on restarting the swamp cooler for the summer and I realized something is wrong. Neither the fan nor the pump will come on when I turn hit the switch. It does make a popping noise, though, with a small spark visible. Also, when I try to turn the fan or belt by hand, it doesn't budge.

I thought it might be a burned up motor, but the pump doesn't come on either. I thought it would be strange for both to freeze up at the same time, so I thought something might be going on with the switch.

Any ideas?

It wouldn't be unusual for both to lock up. Remove the v-belt and try the motor to see if it is locked or a fan brg is.If you can't turn it,sounds like a fan brg is seized.
Pumps don't cost much,so get a new one to try.

Motors and blower bearings dont last to long in a swamp cooler . sounds like just get a new motor for it. With the belt off some WD40 on the shaft by the bearings and turrn the blower by hand . After that use a #10 oil in the bearings. If they are bad you can just get new one to replace then Grainger has them . If you can by from them
