Wood Shutters

I need to make new wood shutters to replace some on a 250 year old farm house. The original units had mortise & tenon jointed sides to top,middle and bottom members with two thin (1/4") wood panel inserts, however I am planning on using 5/4 for the frame and butting the joints with (waterproof glue) held together with long deck screws (capped with DAP 230 caulk). My question is what material would be best for making the 1/4" inserts (12" wide x 18" high) since this is a outdoor application?

250 year old house and and all you have to replace is the shutters. LMAO
