shutter/vinyl siding ?

shutter/vinyl siding ?

i am going to install the plastic shutters over vinyl siding. the shutters come with long screws but not any little anchors etc. my builder says to just pre-drill a hole in the shutter and then use a power driver to screw the screw into the underlying sheathing/lumber.
question??? do i have to make a 1/4 inch hole in the siding first to allow for an expansion space, or can i just push in the screw directly through the siding?

Very perceptive. Yes, I would do exactly what you are describing. After all siding will swell and contract with the weather, and if you didn't then it would buckle around your screw.
