Uneven stucco jobs on exterio
We have a 1920s home that has undergone some shoddy stucco work over the years, particularly when windows were replaced and they patched up the stucco. It is totally uneven. We want to even out the stucco/appearance of the exterior prior to painting. What is the easiest and cheapest way to do this?

The best way is to have a stucco contractor come in and put a smooth finish on the exterior. Lots of folks do that to update the exterior. The best thing is if they can tint the mix to a color you like, no painting of the walls required for quite a while.
I've seen it done, never done it, so thats about the extent of my advice.

Isn't there a bonding agent that can be applied over the painted stucco so new stucco will adhere?
Sometimes pressure washing will remove the majority of paint on stucco - but be carefull - you don't want to force water past the stucco into the home!
