Framing a Wall

I am preparing to frame out a new, detatched garage. It is wood frame w/ siding, will sit on a monalith poured concrete pad anchored with J bolts. My delema is I've read two framing methods. One, the wall consists of a 2 x 4 sole plate, studs, top plate and cap. The wall is bolted to the concrete thru the sole plate. The second method is a 2 x 4 mud plate is bolted to the pad and then the assembled wall with sole plate is nailed to the mud plate. The garage is being built in the Phila. PA area with no great weather issues. I hope I'm clear.

check local zoning requirements. I don't think I would double the base unless it was code required, but the top for sure and tie the rafters to the foundation with hurricane strapping.
