Exterior Sears Tex-cote Probelm

House has been scrapped and primer coat of paint applied has kept it from deteriorating further, but so awful to have the uneven puzzle pieces look. The detached garage was not painted with primer and is like powder/dust. Not sure if the very unaffordable replastering job is even a viable solution if the old tex-cote is left underneath. Some very old posts mention removal with blowtorch. I need a solution to this 20 year nightmare.
