Welcome to the forums!

The main thing is to make sure they are clean! After that most any quality exterior latex house paint will work well. You can add Flood's EmulsaBond to the paint if you want. It gives a little more adhesion properties. While spraying looks best you can brush it or even use a mini roller.

Did this once many years ago, they make a special "hot" primer for vinyl and then just a normal latex paint.

I do not recall the brand of primer but check out a good, not big box, paint store!
