How to determine angle

I have a table top that is 24" by 24" and I want to make a side table that is 24"X12". What will be the angle of this cut? I need to know the angle in order to cut my braces and/or legs.

Assuming you mean that 24x12 are the sides of a right triangle, that is a 26.565 / 63.435 / 90 triangle.

After making the 90 degree cut ,lay out the 24" and 12" endpoints and draw line between them. If you have a table saw, use a length of 1x6 as a sled against the rip fence. Clamp table top piece to sled with the drawn line outboard of the sled and parallel to edge of sled. Raise blade and make angle cut using sled. If you have a circular saw, clamp a saw guide to table top piece, parallel to drawn line and equal to distance of blade to edge of saw base that will go against the guide. Make cut using circular saw. If you only have a hand saw, cut along the drawn line. If you buy the table piece at HD/Lowe's/any lumber yard, they usually will cut the piece for free or a minimal charge.
