vinyl siding

I live in a 4 story , wood framed, vinyl sided condo building in South Carolina. With 25 to 30 mph wind gusts, should my siding sound like a card shuffler is running ?

That's pretty common, and can mean the siding wasn't nailed often enough when it was originally installed, or perhaps some of the nails have pulled out. Either way, not much you can do about it in a condo.

Vinyl is a "loose" install product so if the wind it right it can cause it to flutter!

It's far more likely it's the soffits, not the siding that's making the noise.
If they used 5/8" instead of 1/2 J molding it can rattle in high winds.
