Cutting chain link fencing
I had a driveway poured around my fence posts. Now the chain link fence is too high for the posts. Does anyone know how to cut the bottom of the fence to make it fit a 45 inch vertical space? And, what tools would I need to secure the cut part of the fence?

You have a couple good options.
1) if you like you can discard the old chain link mesh and replace it with new 42" high mesh. That would mean your cutting the posts down to accomodate your new grade. And the amount you cut off the posts would depend upon your top rail size as well as your constant grade height.
2) you can go one size larger in diameter posts, sleeving over the old posts and extending the height of the posts to match what fabric you already have.
3) Cutting the wire works too and it is the least expensive option that I can think of... But it is a job for a small pair of bolt cutters, not pliars. Pliars work, but they are very hard on the hand.
As for the tools... You would need an inexpensive pair of bolt cutters.. 14 -16 inch... typically about $20.00
Fence pliars...also, typically about $20.00
Materials,... depending on the footage of your fence line , the amount and size of your posts and top rail diameter
You would need tie wire. They are sold at your local fence wholesaler in bags of 100 pcs for around $10.00 +-
