DIY gate hardware question

We had a 5' height vinyl fence with a gate installed on a slight incline. It's obvious the fence company is not going to assist with the issue... The gate is missing any handles. The hinges are in a free- swinging pattern (run or it smacks you in the butt on a windy day. Lol) the slight grading incline or decline is the issue. The gate should have some sort of slowing mechanism? Preferably one that will lock open if possible. Any advice? I spent a great deal of money on this to enclose a small area of my yard for privacy. Now I just want to be able to use the area safely. A second issue.....My grand kids cannot open th gate as the release mechanism is too high.
advice on what I can do myself?

Gate hardware is available, at any big box or hardware stores.
