What do you want to do with blanks?
THEY CAN AND DO KILL!
Do you load your own shells now?
Then you do not load the shot, and you have a blank.
There is footage of someone shooting their friend with a shoot gun blank and they thought that they knew what they were doing.
DO NOT POINT A BLANK AT ANYONE YOU COULD KILL THEM.
GUNS ARE NOT TOYS DON'T PLAY AROUND.

I have been shooting guns about all my life and i understand very well that guns are not toys ,On the police force and military I learned a deeper respect for firearms, and i never aim a weapon at anyone unless it's a life and death situation.
But there are safe methods and reasons for using blanks, I do not reload my own ammo and i will seek information from another source, thank you.

If you are a particpant of a civil war re-enactment group or western rider group, they will have resources for the instuctions for loading blank ammo. You can also Google for how to info.

I reload and yes, you could just leave the shot cup empty. This would still be dangerous. For what purpose do you want to do this?

Thanks for the replys.
There is a small cowboy re-enactment group trying to organize for public demonstrations and "shoot outs" at a little recreated western town at a farmers market and I was thinking of getting involved and was curious as to how people got blanks for that use. I don't know off hand anyone around this town who sells them.

I would see if you can get a hold of anyone already in a group like this and see where they get their stuff. Seems like a question you might get answered at a good gun store too.

Loading a shotshell with nothing but a wad will produce no more than a loud pop....I once loaded up a bunch of "blanks" for an informal skeet shooting competition and the "blanks" were discovered after the first shot. I did create a loud shotshell blank however by loading it (compressed heavily) with the paper "dots" that came from a paper punch...worked well, was loud enough, but made a tremendous mess!

I have built blanks using 40gr Pyrodex or FFg in a plastic hull. I then inserted any 12 ga wad I had on hand and packed in some paper towel material. The crimps were lousy. The bang was great. The smoke was awesome. Best of all was shooting them after dark. Flames out the barrel about 4 feet.
Warning!!!!
This is not a load for an autoloader or other nice shotgun. BP residue is corrosive and gets into everything. I use an old single barrel barn gun for this.
As mentioned in the previous post. Always in a safe direction. I would not want to hit anyone with a shot shell wad. Your liability could be significant.
