It is a year old + attempt by a democratic congress to further stymie 2nd amendment rights. Without support of half of the Republicans in congress it can't pass. I would further investigate the Blair/Holt act via a congressional site rather than Snopes. The latter is not known for 100% accuracy, nor are they centered in their reporting.
Also check out recent decisions by the Supreme Court since the inception of the Blair/Holt was introduced.

On a similar note, in late June the Supreme Court ruled in the McDonald versus the City of Chicago further supporting gun owners rights.

I've often wondered that IF by chance the right to bear arms was ever taken away by some interpretation of the 2nd amendment, how many people would turn in their guns, if ordered to do so.

Some towns, sheriff's and police departments have done gun collection programs or buy-back programs. I've seen the results from a couple such programs and the guns collected were mostly junk. The useful & valuable weapons stayed on the street or with their legal owners. I think something similar would happen if it's ever attempted on a large scale. They would get "disposable", old guns and some from law abiding citizens but guns a terrifying amount would remain in the hands of those that should not have them.
