would like to know if there is an organization that makes low interest loans to low income families usda don't

Are you asking about a loan for a woodstove?
Check with your local Department of Social Services. They may be able to steer you to such a lender, or there may be a local or State program to assist with heating for low income families (I know that there is such assistance for heating fuel bills in many places). Don't know about wood stoves.
Here (rural NC), we have a local group of vounteers that cuts and donates firewood to low income families.
Also check with the local Salvation Army. I now that some people donate old wood stoves that they no longer use or are replacing, too.
Also, check for used wood stoves "for sale" in your area by individuals. They might be willing to do "seller financing" and let you pay for it over time.
