Paint or reconditioning fireplace?

Continuing my fireplace saga, as earlier I posted about cleaning the pilot orifice, when I opened the fireplace (removed the screen, glass. etc.), I don't know if I just noticed it or it was always there, but my wife said those white streaks on the walls (the hearth?) just appeared. Does it have anything to do with sudden oxidation? Is there a way to remove or recondition the hearth? Since mine is aluminum, can I just paint over this or do I need to scrub down, clean first then repaint? I assume I'd have to use high heat paint, maybe rust proof it first as well before painting, can the rustproofing handle the heat? Sorry for all the questions, I'm also researching the internet on this but any advice is appreciated.

If it's aluminum.....it can't rust.
Usually those fire boxes are made of steel.

Sorry, mis-spoke then, it must be steel. Can I rust proof and use heat resistant paint? Or can heat resistant paint serve as anti-corrosive layer? Thx

Just lightly sand the entire surface and use high heat spray paint only, I have repainted several and they turn out good!
