Question Garage floor with a drain cover

I would like to turn my garage into a room planning permission pending, I have a concrete floor which has a drain cover in the middle of it, can I get away with a wooden sub-floor and a hatch, or do I have to get it moved

I would obtain a neopreme plug for this drain and then procede with your floor using sleepers. I would think this is permmisaable but you should ask your local building authority first. The existing drain should had been noted on drawings.
