Garage foundation

I have a 20 x 20 very old garage with wall studs on 24" centers. The 6 x 6 sill is raised off the floor about 4". I want to put in a conventional cement block foundation to close in the space at the bottom. Can I brace a section of the wall, cut the studs and sill, put down the blocks, a new sill on top and nail down the studs to the new sill? If so, what length of wall could I brace and cut out safely while putting down the blocks and new sill plate? I imagine I'll have to go to 16" centers on the studs, but that isn't the problem.
Is this the way to go, or should I just tear down the garage and start over? The studs are old true dimension lumber and in good condition with lap siding on the exterior. Thank you for your advice.
