floor leveler

My old bath floor has some high and low spots due to uneven joists(causes the toilet to tilt).
How do you spread a floor leveler so it is even? I plan to screw 3/8 cement board ontop of the leveler to tile it.

I believe you should lay your board down first then use a self leveling compound to even out any areas that are not level. Once that drys lay your tile.
