Pour a new floor over existing floor in basement

Is it possible to pour a 1 inch layer of concreate over the existing floor in a basement. My floor has a lot of cracks and I have fixed a lot of them. For many years the basement never had a sump pump so it did a number on the floor. I want to use the basement but the floor being in this condition is not livable. I want to pour a new floor over the existing floor to manke it usable. I installed a sump pump four years ago when I purchased the house.

One inch is not enough thickness to be suitable and last.

Also, the existing cracks will telegraph through.
