sub flooring

the flooring underneath the carpet is popping up. I hope I can explain this so you can visulize the problem. Down in the middle of the living room carpet, you can see where the flooring has raised up a little almost looks as if the padding to the carpet is lumped up, but it is not the padding. You can stand on it an it will slightly give. I have notice this in other areas of the house. We have a crawl space, and did have someone come out and look at the house to see if it needed jacks, questionable...........so we called the contractor and he did place a small jack on one of the joist,but not even near where the problem is.Any sugguestions before I start pulling up carpet?
And any suggestions as to what could be the cause.

Subfloor

It sounds like the subfloor was not glued to the joists when installed.

should they have glued them along with nailing them down. I am soooooooooo
frustrated with this. Thanks

If this is a new house, then glue and fasteners are almost second nature. Who wants to come back and do something a second time, like your contractor will have to do. It also sounds as if proper support wasn't given to structural members to prevent this.
