leaking wall at basement ceiling

Hi, just bought a house yesterday and discovered something our inspector missed! I don't know the terminology for the different boards so I found a diagram and marked what is happening on it:

The board marked with red has been cut out except for the bottom 3 inches or so to make room for a duct opening going up to a register. There's some kind of particulate board on the outside of this board that is being soaked by water, which drips down the wall. The water has soaked the sill and the ends of the floor joists where they rest on the sill and I notice the joists are starting to compress slightly, maybe 2 mm. Nothing appears rotten except the particulate board.

This area is under the sliding door out to the deck, and there is vinyl siding on the outside.

How do I stop the water from coming in? How do I repair the joists? I will post actual pictures tonight.

Also wanted to note- this is below a sliding door- the half that doesn't open. I have taken the wood strip off that was inside the door and the screws were corroded so it is probably leaking.
