Question Floor and wall sag

The wall between the kitchen and dinning area the floor has about a 1/2" drop. This wall was built missing a joist by 2" and there had been a moisture problem in the basement that must have softend the floor. The joist are 2x8 and it is a 2 story house. There is plumbing to the 2nd floor bath in the wall so adding a joist would be harder than jacking and blocking between the joist, but i'm not sure if can support it?

Welcome to the forums! Do you have the option of jacking up the affected area and installing a post and beam across the joists in question?
