Rough, splintered floor


I ripped up the carpet in a room of the house I recently bought to find a very rough and splintered floor. I don't have much experience working on floors, but is there anything I can do to fix it? Can it be sanded and refinished to be smooth? I'd prefer not to rip it up and replace it all together... and I'm not really a fan of carpets.

What do you plan on installing over the subflooring? If not carpeting, then tile, hardwood, etc? But it "is" subflooring, so you will be covering over the splinters, so sanding to perfection may be a waste of time.
