Unhappy sub floor over rough unlevel concrete?

I am converting my garage into a living room, the problem I am faced with is the floor is unfinished concrete, and the walls are cinder block. I dont thing there is a level point in the building. what is the most cost effective way to build a subfloor. Can I use 2x4's to do this?? do they need to be pressure treated. I thought of using a leveling liquid, bit is so largely unlevel It would cost a fortune. please help, got a baby on the way and ot needs a room!! thanks

Welcome to the forums! How much room do you have between the highest point of the "unlevel" concrete and the door sill leading into the house? What do you plan on doing with the garage door(s)? Is there an access door as well as the raising door(s)?
I hate answering a question with other questions, but we need a starting place. We'll get it done, just bear with us.
