Question basement subfloor and framing

I will be shortly laying a subfloor and framing my basement, I want to lay rigid insulation and a floating T&G subfloor, when do I frame the basement, before laying the subfloor or afterwards? am I right in saying that I can attach the framing through the subfloor and rigid insulation with either tap cons or powder shot, or is it better to construct the framing and lay the floors after?

Saw a home improvement show that did essentially what you are doing (Holmes on Homes). They put the foam down, T&G down and then tapcon'ed the T&G down through the foam into the concrete. At that point, I would frame the walls, nailing the base plate into the T&G and let it go at that.
