Subfloor on concrete

Subfloor on concrete
I'm in the process of renovating my basement and we're nearing the flooring stage of our project. I was looking at some stuff called: "delta fl" and was wondering if it's worth while installing.

The basement (according to our contractor) was very well constructed and there is no sign of moisture or condensation seeping through; it's been in place for 15 years. We're thinking about installing either engineered hardwood or laminate. Will that delta fl stuff provide a good R value or should we save a bit of money and simply lay the flooring directly on the concrete?

Hi and welcome to the forums.
You'll have to get a moisture test for the concrete, first. That will help you determine what is a suitable floor covering.
There will undoubtedly need to be some type of vapor barrier, whether it's the product you listed her, or some other type of barrier.
