Difference between blocking and cross bracing?

Difference between blocking and cross bracing?

What is the difference between these two methods of adding support to the subfloor? When should one be used over the other? And secondly, how do I know what angles to cut the wood if I want to do cross bracing on 2x8 at 24 centers? For some reason "17 degrees" is sticking in my head, but I imagine it changes depending on how far apart the joists are.

Cross bracing will allow for wires, etc to be ran without drilling thru blocks. Not sure about the angle, but a few guesses will be all it takes to get the angle right or a trigonometry formula. Trial & error would be faster for me.
