Unhappy cedar panelling under pine floor

I just moved into a very old "bungalow"--Would it be wise to put cedar paneling over a particle board floor that has a mildew smell? and the cover it with pine boards which will be shellacked?(as the other rooms have pine boards for floors) Walls and moldy studs were removed but the floor which is 15" from the ground still have that "earthy" smell-

Welcome to the forums! Is there a vapor barrier of 6 mil plastic covering the crawl space? First things first. Stop the moisture, then attack the ugly. Is there mold on the flooring. My bet, if it is particle board, it has swelled slightly and soaked up some of that moisture. If it were mine and I am down to bad subflooring, I would rip it up and install 3/4" Advantech T&G subflooring material, then apply my pine flooring. The cedar isn't a good idea, as it, at best, would only mask your problem. And I doubt it would do a good job. That stuff ain't cheap, either. Others will chime in on this, so give it time.
