non load bearing interior wall framing question

I am framing some 2x4 walls inside that are non load bearing. I have a single top plate and studs 16oc. Some of the splices in the top plate do not fall above a stud. Do I need to put a block over these splices? The city I live in uses IRC 2012. I couldn't find it in the book. thanks.

I see no problem with that.
