Gap under (Exterior wall) bottom plate, whats the best sealer?

So refinishing outer walls. They were stripped to the studs and re-insulated and covered with Zip board. However there is a small stretch that has lifted the bottom base plate from the foundation.(1/4 inch or less,) what would be the best filler to keep bugs from getting in? Overall its relatively dry because its under two overhangs roofs.
Thought about some PL, silicone, foam insulation( Gap sealer)???
Wood shims with PL?
what's the best in this case?

More important than the bugs is the air leakage and you should seal the entire rim to foundation along with all seams. I di energy audits with an infrared camera and the top of the foundation always shows a large amount of air infiltration. Easy fix and big savings and it will keep the bugs out.

I would use PL... but almost anything is better than nothing.

I'd probably use a good caulk because it stays flexible, or can foam if the gap is bigger or deeper than 1/4 inch or so.
