New build

I plan to build a 2 story garage with first floor to be 3 car garage and second an apartment. The second floor will have a future fitness area incorporated into the living room . The first floor wall framing will be 2x6 wood studs 10 ft in length at 16" on center. Second floor wall framing will be 2x4 at 16" on center. The second floor span material is to be LVL s at 12" on centers, 24 foot span. The building is to be 24 x 46 ft. What size LVL would be recommended?

You should be using a floor truss, like this, 24" on center.
If you need them beefed up in an area that will be a weight room, you would add additional floor trusses to just that area.
