install flooring or cabinets first

I am framing out a new bathroom and installing vinyl laminate flooring. Should I install the flooring first (obviously easier), and then the toilet and vanities? Or, the toilet and vanities first and cut in around them? If flooring first, will the weight of vanities cause expansion problems?

I would install the vanity first. Then cut the vinyl to butt up against it. I would set the toilet on top of the vinyl flooring.

@Pilot Dane - Thank you. I was leaning that way. I just needed someone to push me there. It would have been so much easier to do it the other way.

The toilet is a Liberty up flush, so it has no underground plumbing. . I will just enlarge the holes around the mounting bolts to allow for expansion. It is a concrete slab floor, and there are a lot of floor cabinets.
