Half inch hole in the bottom of floor joist

The previous owner put in can lights in the ceiling of the basement and put these three, half inch holes in the floor joist. The blue line is the mark I made to show the 2 inch line that the one hole is below. The floor joist is a 2x8 and and the span is 13 feet long. The holes are a little over 4 feet from the edge of the joist. The one hole is about 1 inch from the bottom. Is this a concern?

That lower hole shouldn't be where it is, but I wouldn't be too concerned about it. There are surely better things to lie awake at night worrying about than this.
