Carpeted painted stairs - HELP

I live in a 1920 Dutch colonial. My stairs are not in great shape. A couple of the steps are loose. I pulled up the carpeting and found black paint underneath. Who do I call to a) fix the loose boards and b) take the paint off, sand and stain. I would like to put a nice runner on them rather then have the entire thing carpeted as they are now.

Please advise!

Hi Jaykray,
-If you're planning on someone else doing this job for you, make sure you see some of their work, or at least get 2-3 good references. Sanding and re-finishing stairs is a complicated job even in a regular house. In a house where you need that 'right look' be careful who you choose.
If you have a 'Heritage Society' or something similar in your area, maybe enquire who does repairs like this for them .
