clear coating woodwork

I have some woodwork that I would like to give a fresh look. I'm not sure if the current finish is water based or oil based. Is there a way to tell? And if it is oil based can I use water based over it?

Denatured alchol, goof off and oops will all disolve latex paint, it should do the same for latex poly. Also latex is more apt to show brush marks than oil. Oil base poly dries harder and can be applied over latex or oil but can deepen the color of the stain.
