I have a oak dining chair that my son laid wet jeans over the back of it to dry them. Now the finish feels rough. Help! Is there anything that I can do to correct this problem, without stripping the entire chair?

Chances are the wet jeans just lifted the finish slightly.

Assuming by now the area is dry, make apaste of baking soda and water and rub the rough area with it using a damp sponge. If something heavier is needed, use 400 grit wet/dry sandpaper lubricated with water, but I think the baking soda may take care of it.

You can use an automotive polish with a fine abrasive in it to restore the sheen. I normally use Turtle Wax polishing compound and Scratch Remover (1 product)
