I just purchased an apartment in dc and it has boring, slightly outdated looking kitchen cabinets.
They are a medium color wood and I'd like them to get the "old painted furniture" look in white.
What is the most simple process you can recommend?

The simplest thing would be to hire someone to do it for you - but I imagine you've already discarded that idea because of the cost.
Clear finishes can be painted over, but the cabinets must be sanded first. You don't need to remove the old finish, just rough it up enough for the new finish to adhere.
A good primer, such as BIN of KILZ is essential - two coats, sanding after each to remove the 'nubbies' - then the paint of your choice. I would suggest an exterior (it's more durable) acrylic latex - your paint store can give you literally thousands of color to shooce from - be sure to specify the sheen (gloss, semi-gloss, satin) as well.
