I just moved into a new house and the baseboard is old and very dirty. The last people to paint did not tape so there is paint and dirt all over the top. What is the best way to clean that up and clean the entire baseboard as well?

Murphy's oil soap (from your grocery store) may take care of the dirt - Greased Lightning (also from your grocery store) most certainly will.

Two products, OOPS! and Goof-Off, both available either at your grocery store or Walmart are suggested as a spot paint remover (latex - which is most likely what is on the wall)>
